Roo Code started as a Cline fork and diverged to add custom modes (Architect/Code/Debug/Custom) per task type. SOC 2 compliant.

Verdict

Best for users who want different model behaviors for different task types (e.g. one mode uses a fast model for autocomplete, another uses Opus for architecture decisions). Custom modes make this very flexible.
